Key quotes from New York Governor Mario Cuomo's briefing today:

Cuomo: “Today we are announcing a mandatory statewide requirement that no business can have more than 50 percent of their workforce report to work outside of their home.” That will exempt essential services. There is going to be an impact on economy and we will have to deal with that crisis, but first we have to deal with the health crisis.

Cuomo: Shelter in place. I don’t think any policy works unless the geographical location is large enough. It can’t just be New York City. It would have to be Rockland County, Long Island. Also “shelter in Place” you would close down you whole health care system, you close down your food system, you close down your transportation system, and you close down all businesses when you shelter in place, “so that doesn’t make sense to me.” If reducing the number of workers doesn’t reduce the spread, then we will reduce the numbers further.
