La Goulue, a popular French bistro, returns to the Upper East Side after an 8-year absence. The new location, at 29 East 61st Street, is offering many of the dishes diners craved, like steak tartare, roast chicken and steak frites. Even the decor has been lovingly restored from the original location, right down to the wood paneling and fixtures. That should have regulars, and newcomers, feeling right at home.
