They should've reloaded and shot some more.
Not enough foreplay build up before the money shot. Seems like the characters did not have a chance to develop the story more and yet it was satisfying on several levels given the activist must not have understood the obvious limitations of no shoot zones.
Perhaps he should have campaigned for, "No Knife Zones"?

So....calling someplace a "No Shoot Zone" is just as effective as a "Gun Free Zone" or making laws against drugs, murder, robbery, and rape: the four favorite pastimes of the dusky citizen.
